Octagon is looking to recruit a number of staff to provide a service to the European Space Agency (ESA/ESTEC) in Noordwijk, The Netherlands in the area of project management services covering Schedule and Risk Management and Configuration Management.
The service supports the Human Robotic and Exploration Directorate and leads the development of several space projects (e.g. lunar projects, Mars & beyond etc).
In relation to Schedule and Risk Management, Octagon is seeking skilled professionals in project scheduling and risk assessment/management to undertake the following:
Provide schedule and risk management support.
- Coordinate project schedule and risk support ensuring common approaches are followed.
- Provide expert schedule and risk support, inputs, evaluations and recommendations to ESA project teams during major procurement activities, programme reviews and technical reviews.
- Provide expert input to project teams for the definition and update of project Schedule and Risk Management Plans.
- Perform the function of book captain for schedule management at a project level, ensuring configuration control is maintained on baseline and working schedules and documentation.
- Provide support to project teams in schedule control and periodic monitoring of partners against the approved baseline schedule.
- Undertake critical path analysis, and set up and maintain trend charts and templates for reporting schedule performance.
- Provide expert support to the ESA Project manager, project controller and project team in the risk management process, including recommendations for schedule recovery or acceleration, definition of mitigation plans and follow-up of actions.
Provide schedule and risk management support for Reviews.
- To provide expert technical support in schedule and risk management including input requirements, evaluations and recommendations to project teams during major procurement activities, programme reviews and technical reviews.
- This includes running full schedule assessments, raising RIDs, supporting negotiations, providing opportunities for schedule improvement etc.
Improvement of the process and procedures related to project scheduling and risk management.
- Several tasks aimed at improving the process and tools used for scheduling and risk management. The service requires assisting, assessing and guiding ESA staff in the development and optimisation of schedule and risk best practices, in the evolution of related software tools and adoption of new tools.
- The incumbent would be expected to provide expert advice to ESA on the use or introduction of the new schedule and risk management IT tools, reporting and dashboards and coordinate associated development and testing activities.
- To provide support to project teams in scheduling and risk management.
- Deliver training to ESA teams.
Requirements:
- Master's in engineering, Business Administration or another relevant discipline;
- At least 5 years of demonstrated experience in space systems developments;
- Knowledge of STEM degree-level subjects from recognised universities and business and/or project management qualifications or certifications (PMI, Prince, MBA);
- Project Management experience in the space sector (space systems development and operations) and/or other high-tech domains;
- Thorough knowledge and experience of ECSS Space Management;
- Strong experience with schedule, risk and configuration management electronic tools;
- Demonstrate expert-level knowledge in operating software using Monte Carlo techniques for schedule risk adjustment (for instance Deltek Acumen);
- Acquire and maintain expert-level knowledge of ESA Project Management tools, for instance, the risk tool (ERIS), and the ECLIPSE Software Suite including DCCM and eRID.
- Ability to support migration of configured data from legacy tools to current CM tools (PRISMA to ECLIPSE)
- Ability to support data exchange between ESA and industry tools (EMIS) or tools used in the frame of international cooperation (ENAP);
- Ability to support configuration and data management processes and tools in the frame of cooperation with international partners (NASA, CSA, JAXA) is an asset;
- High capacity to communicate effectively with international teams from engineering, technical and business domains;
- High level of organizational skills, flexibility and ability to identify priorities;
- Fluent in English, both written and spoken.
