Octagon Professionals is looking to recruit a number of staff to provide a service to ESTEC in the Netherlands (based in Noordwijk) in the area of Business Management Support in the Human Robotic and Exploration Directorate, which leads the development of several space projects (e.g., lunar projects, Mars & beyond, etc.).
In relation to Financial Controlling, Octagon is seeking skilled professionals to undertake the following tasks:
Procurement Support key tasks:
- Coordinate and update all the procurement activities (implementing shopping carts, implementing contracts on agreed milestone payment plans, creating and processing GRNs, etc.) in related systems (SAP, etc.), providing oversight and follow-up to clarifications, issues, requests for information, approval workflow, and providing activity logs, status, and statistics for all actions;
- Update and verify procurement actions in planning tools and ensure they are within cost plans;
- Review and report the status of contract payment milestones;
- Provide reporting and maintain process documentation, operating procedures, and training materials for procurement actions;
- Provide inputs and recommendations for process optimization for procurement support activities and tasks.
Planning and Controlling Support key tasks:
- Ensure there is a well-coordinated service interface with the Business Unit control office;
- Ensure data consistency between ESA corporate financial systems and HRE planning databases;
- Support the implementation and reporting of all 'cost at a conclusion' in the HRE planning control database;
- Support the multi-year planning exercise and interim/financial closure exercise;
- Support business controlling activities related to data management, reporting, financial closures, consolidation, workforce planning/updates;
- Collect KPI data and information related to IT systems and reporting;
- Support Geographical location return management;
- Support data auditing preparation.
Resource Management and Control key tasks:
- Perform monthly timesheets administration;
- Process the monthly workforce timesheet administration and procurement activities;
- Support the new arrival process, including processing of arrival forms and coordination of site access, systems access, IT equipment, etc.;
- Support the departure process of staff;
- Update the list of new recruitments in HRE databases;
- Support intern administration;
- Support Research Fellow and consultant actions and administration;
- Collect and verify completeness of the Directorate workforce multi-year planning;
- Support SLAs with internal and external stakeholders.
Financial Controlling key tasks:
- Support the preparation of detailed and accurate budgets, forecasts, and financial reports for the Directorate;
- Support the master data management/updates/verification;
- Support the ESA Fixed Asset process;
- Support financial closure fixed activities;
- Support yearly HRE missions' budget setting exercise and monitoring;
- Collect and validate business financial data (e.g., travel costs, telephony, etc.).
Requirements:
- Bachelor's degree in science/engineering and/or business subjects. Professional certifications in relevant areas are an asset;
- Minimum 5 years of demonstrated related experience in the Space/High Tech sector and in the work package/tasks described above;
- Master-level skill in financial and planning tools relevant to the above tasks;
- Highly proficient in Database/SQL skills (Oracle, Microsoft SQL database, Python, Perl or R) for data analysis and modelling;
- Experienced with data manipulation and analysis libraries, Business Objects, Power BI and business intelligence tools, visualization skills, and predictive modelling skills (AI);
- High capacity to communicate effectively with international teams from engineering, technical, and business domains;
- High level of organizational skills, flexibility, and ability to identify priorities;
- Strong and effective interpersonal and communication skills;
- Fluent in English, both written and spoken.
